Cyber war, Question 2:

If hackers managed to shut down the Internet, what would happen to normal communication? Would existing telephone networks cope with the additional load? Would there be telephone "blackouts" or rationing?

    Normal communication might go uninterrupted since the internet relies on computer servers and you suggest it is an attack on the net and not infrastructure supporting the net.
