"Helping the poor" should ALWAYS include ways by which the poor can learn to help themselves. "Instead of a fish, give a man a fishing rod and show him how to fish".

However, SOME poor, being clever human beings like anyone else, learn to game the system and abuse the hand that helps them. This unfortunate development will never be totally eliminated but we should not therefore eliminate ALL helping hands - especially for the poor who are poor through no fault of their own or from mistakes we all make.

Children, abandoned single mothers, older unemployed, disabled - there are many categories of deserving poor.

What you do to the least of these, you do unto me.
