    Rosie in her question asked if Japan forgave the U.S as if it is the equivalent of Jews forgiving Germans. Many of my questions are inspired by questions from other members.   • The concept of collective, national forgiveness is specious and probably most often offered as a political expedience.  How can a leader of a nation on behalf of that nation apologize to another nation?

    I don't, given that nearly every major country was trying to develop it and use it against their enemy. I we did not not we would likely have lost the war.
    Also there would have been much more casualties on both sides with an invasion.
