Conflicted. It outlived it's need and purpose and pushed towards our current situation. However now it could come off as a sign of weakness to a new threat even if it's continued existence past it's usefulness is a big reason for the new situation.
Might be too late now. Though we do bear an unbalanced burden supporting it so it at least needs some restructuring.
