The rebels might have planted chemical agents where they would be bombed. In which case Trump didn't orchestrate it, he was just duped by the consequent propaganda.
At a stretch, Putin might have had some interest in ISIS being assisted so as to tie up the US in Mosul, but I doubt it.
Next, we just have to see if the end of the Air Security agreement has any consequences.

Essentially, it's picking up on your suggestion that there might be a conspiracy between Putin and Trump.
