    It appears that he cannot do it on his own, but Congress can.

    I'm not really sure whether dismantling the Ninth Circuit is a good idea or not.  I'm not sure how it is determined how much area a circuit covers and whether the Ninth is too big.  However, I do think this is a retaliatory move on Trump's part for them knocking down his deportation lawsuits and not something that would otherwise be on his agenda.

    Of course it is. He is nothing BUT vindictive/retaliatory/juvenile/hissy fitty. The orange man knows nothing else to be but obnoxious/bullying and making people pay for not properly worshipping him and giving him whatever he thinks is due him. Which is, of course, everything he wants. Woe betide anyone who dares get in the way of  the vicious old man.     That circuit has needed to be split for many years.  It's not to dismantle, but to split into two manageable circuits.

    That may be so, but that would never have entered Trump's orbit if it wasn't the circuit that knocked down Trump's deportation lawsuits.  If they had agreed with him, there would be no talk of dismantling or splitting up the circuit.

    It may have been on YOUR agenda since law school, but I'm reasonably certain Trump didn't even know there was a Ninth Circuit until it dismissed his lawsuits.

    I didn't share my agenda with you.  I'm more than reasonably certain he was well aware of the Federal Court system before becoming president.

    Surely you jest.  What reason would he have to know of the existence of the Ninth Circuit unless he was being sued therein prior to becoming president?  There's more that he doesn't know that what he does know.  If that wasn't the case, he would not have said that he didn't think being the president was so difficult.
