    Well, I I'm not entirely sure why, but I feel at least somewhat relieved---on the other hand, do you really think that it is doesn't matter when 
    the allocation occurs.

    How about this---Someone has been weighted down, and thrown in the pool and left under water for about 15 minutes---but Trump is going to make sure that he will eventually get all the oxygen he was assured he would get.

    Well, that implied question in my comment was, "Don't you think when it is allocated matters?"  I wonder how many people think that because you didn't SAY that that you didn't present a compelling lead to forming that gestalt.

    I reread it and you haven't changed it. 

    Congress in April provided more than $25 billion to increase testing and contact tracing capacity, as well as $2 billion to provide free COVID-19 testing for the uninsured by paying providers’ claims for tests and other services associated with getting a test, like an office or emergency room visit.

    But according to Schumer and Murray, the administration has no plans for how to distribute more than $8 billion out of the $25 billion, leaving communities without needed resources.

    Yes, there is $8B that Congress did not give instructions for it purpose and HHS has not determined how that will be used. 

    See that was not that hard to find. There is a process, a plan for the distribution of the money. And it is being followed. As I said correctly it is on the internet somewhere. :)

    Are you mindlessly defending your hero by reflex, or were you actually fooled by the political doubletalk?
    "Allocated" and "spent" aren't even close to the same thing. Conservatives love to "allocate" money, Australia's Scott Morrison is equally mendacious. Money for the victims of last summer's bushfires has been "allocated" but most of them are still living in tents and it's winter now.     Here allocated by Congress means must be spent within the fiscal year.  If is not it is breaking of a law. We know this from the Ukraine/impeachment nonsense.  Dems were not even smart enough to wait a few weeks to see if it would have failed to be spent.
