      I have two of those in my collection of over 35 hats, one is black and the other is dark blue. The majority of my hats are fedoras.

    Never.  The only hat I ever wear is a straw hat, and then only when I'm doing yardwork... if I remember to put it on, that is (trust me, a sunburned head is not enjoyable).

    Outdoors does not always constitute public.  My yard is private.  Therefore, according to both United States and California State law, my being out in my yard is not considered my being in public.

    Merriam Webster's definition of never -

    1: not ever : at no time "I never met her".

    2: not in any degree : not under any condition "never the wiser or her experience".

    I have not ever wore a hat in public.  At  no time have I wore a hat in public.  Therefore I never wear a hat in public.  
    If working in my yard is considered "public", then I would have been arrested years ago for indecent exposure.
