    Because they're all willing to kiss his royal behind.  The better question would be why is he nominating so many people who are unqualified for the positions for which he's chosen them?

    They are all qualified.  You may disagree with their views but they are all qualified.

    Some possibilities:

    1. He is not a racist/misogynist, but uses racist/misogynist rhetoric to appeal to his base.
    2. He is a racist/misogynist who has hired a handful of women and minorities to appeal to women, non-whites , non-racists, and non-misogynists who otherwise might be less likely to support him.
    3. He considers the people he appointed to be exceptions to what he believes about women and non-whites in general.

    In any case, the percentages you cite are smaller than the percentages of women and non-whites in the population or workforce.
