I don't get it. We can have troops stationed in foreign lands forever if it pertains to "keeping the peace" but not for saving lives. WHY?

Trump says there is a time limit for how long military can stay in Puerto Rico. They can't stay thee forever., What are  American doing in Germany? WW2 ended long ago. What busienss do we have there? Same thing with Japan. Why are we there ?
