Is it necessary to tip someone that makes a delivery of hay if I'm paying a delivery charge?

I'm torn because a part of me feels like I should, but on the other hand, I'm paying a delivery charge. What do you think?

    Unless they are delivering food, or do something extra, I don't normally tip delivery people.

    Now this is a question I don't hear ever day.
    I have never had a hay delivery, but if I did I would probably tip the guy who delivered it.

    That's a question I can't answer nor do I feel it's my business to ask him that, ya know. It's anothet aspect I hadn't considered before though.

    That would entail asking the delivery person how much is their annual salary - a question that, in my opinion - is out of the question.

    Do what you feel is right.  If you are torn you think you should, so do.  The only question I have is, is the delivery person the person who actually gets the delivery fee which you paid?
