First of all, its irrelevant whether it would or not. Keeping and bearing arms is a right and I don't care whether it deters or not.
Guns, whether armed police or armed citizens, are the basis of the deterrent. What else is a greater deterrent? If you don't believe that guns are a deterrent why have armed police? Everyone knows guns are the best deterrent in existence. As always the left pretend like there is something else, without ever saying what it is.
Mass shooters are disgusting losers who want to sadistically exercise power over others because they're weak. They are deterred by people who can defend themselves. Having power over helpless people is what turns these people on. It's no fun when the rabbit has a gun.
It's not just the threat of death of that deters them. A lot of mass shooters want to die. Many take their own lives. Many take their own lives as soon as the police show up. They do that because they want to die on their own terms. The thought of losing a fight makes them feel weak. They want to be notorious. What they most fear is botching their attack, failing to kill anyone, getting taken down, and being seen as a weak loser by everyone. An armed citizenry is what makes that likely. A disarmed citizenry guarantees a good few minutes of slaughter before the police show up.
All of this is just obvious for anyone with the slightest understanding of human nature. If you doubt it, YOU need to offer a better alternative deterrent.
