    The actual quote is "Those who live by the sword SHALL die by the sword", not SHOULD. 

    It means people shall reap what they sow. Those who sow violence shall reap violence.

    And what shall you reap by your wish to live under a government that has a monopoly on the use of force? Those who live as sheep, shall die like sheep?
