    Thank you for your reply L. What I really want to know is who stays within budget and who doesn't? How does a budget buster get punished/penalized for budget busting? Who tells super don he is spending way too much money on himself and he has to cut it out FAST? Inquiring minds wanna know these things! :)

    I'm pretty sure that most departments must stay within their budgets unless or until additional monies are provided for them.  Clearly, with Congress controlling the purse strings, it would be up to them to tell Trump he's over-budget with his frivolous personal spending.
