I believe the meaning of pell-mell is disorderly confusion with reckless haste. The first record of the term pell-mell with this particular spelling is found in Shakespeare's Richard III, 1594. In Thomas North's translation of Plutarch's Lives of the noble Grecians and Romanes, he used the word/phrase pell-mell but he spelled it pellmell. But then, you may be asking something completely different from how I answered it. :)
