"Get Out of Free Jail" card?

    Can't be.  

    If it is free, it is not jail.   If you can come and go as you please, that is, it is not.

    I was thinking, why don't traffic cops hand out checks to motorists who are CAUGHT GOING THE SPEED LIMIT?  They should have plenty of money in the 'violation' kitty.
