    I've thought the same about Congress, since the I was in high school.
    They can't run the ONE CITY they are Constitutionally responsible for ... but they want to run an entire country?!?

    It certainly is a word.  It is described, known as, identified as, named, etc., it contains letters of the alphabet, it follows spelling and punctuation protocols, it can be spoken and it has particular pronunciation, all of which means that it is a word.
