It does not define "lynching" - so the legal definition stands.
That act was already illegal, and people could already be charged with conspiracy to commit the crime.
The real "insult" is the members of Congress are trying to "pull the wool over the eyes" of blacks, claiming Congress is doing something other than wasting time on "feel good" legislation.
