Has this world been prepared for anything unexpected?

    Is this to say the people of the world? 

    The world as a whole isn’t prepared for many things that ARE expected. Humans typically can’t even agree on what those things are. 

    How are preparations made for something that is unexpected? Seems oxymoronic, if not a logical impossibility.

    I think it should be mentioned that throughout history, the vast majority of human lives have been (and are) spent just meeting the varied challenges of surviving each and every day.
