The white house entertainer says he will open up the country. He did not shut it down. Said that was the job of the governors. SAY WHAT?

He refused responsibility for shutting down and insisted that was up to each state's governor to do.

Yet he USURPS the authority to open states up? By what logic does he come to that conclusion?
