How does this make any sense at all to anyone?
A country sets out to get control of the reigns of an out-of-control disease and sets up a system that seems to be slowing it down.
While the "seems to be slowing it down" is in progress that same country drops the reigns and allows the disease to run rampant UNCHECKED unimpeded and uncontrolled and unregulated.
Now superficially it would seem that those two things are at odds. To try to gain control and before that is actually effected to purposely stop trying to control anything.
Well there must be a pony in all that sh**. Anyone find it?
