They have to test sufficiently to MAKE SURE that a side effect like say DEATH doesn't occur. That takes time. Each stage it goes through has its own protocol. Thinking an effective one will be ready by the fall? Hahahahahahahahahahaha. On the other hand miracles do happen and possibly GOD will just step in and give us one.
