This would have been the perfect time to do all the roadwork that needs to be done. There are so few cars on the roads these days. Instead of just badly filling potholes, they should be repaving.

I think some of the problem is that the funds that were earmarked for road repair may have needed to be used for something relating to the virus - PPE, testing, food pantries, etc. Even in the best of times, the roads here in New York look like Swiss cheese.
Now you are giving me something that makes perfect sense. Like if we get an emergency unplanned something...the fridge dies or the car needs big repairs. Things have to be adjusted switched around and whatever plans you had are put on hold for awhile. Thank you for your helpful answer L. I like not having very dark thoughts about politics overhead all the time. A shaft of sunlight now and then is very helpful. Even an incompetent corrupt gubment has to deal with unplanned surprises! :)
