Why does POWER so often rest in the hands of the DESTROYERS and not the BUILDERS? Is that what "the people" prefer?

The evildoers succeed because 'the people" don't care enough to do anything about it. Lazy bums all of them they just roll along like OLD MAN River who don't do nuthin' and don't say nuthin' they jes keep rolling jes keep rolling along.
