They would have been arrested and charged and put in jail. Any doubt of that?
What the heck is taking them so long? They stood there WATCHING a murder take place and they did not try to stop it. Just as guilt as the murderers because had they stopped him THERE WOULD HAVE BEEN NO DEATH!
