What else does "everything is on the table" mean but that? No clue what they are doing. No plan A much less a Plan B or C. No strategy. No nuthin'. Just waiting to see what happens and then they will react to "everything is on the table" and pick something anything and go with that. Ad lib. Spontaneous. Unscripted.
