It is no longer true in our time. Nothing can protect us from the heartless if the heartless are those in power. They will ignore the laws misinterpret the laws change the laws pretzelize the laws to conform to their heart's desire. We know this. WE ARE LIVING THIS.

Once upon a time long ago laws mattered. Long ago and far away I dreamed a dream one day.
