I don't know how long it took to formulate the above question, but the answer is just too simple. To describe response conditions as chaotic, acknowledges that there was in fact a response. What kind of response? A purely POLITICAL response. A MEDICAL response was almost completely out of the question inasmuch as the WHO and the CDC revealed themselves to be political fronts looking out for China's interests and not ours. You do not identify the "medical person" making this profound statement and that's OK because you don't have to be Albert Schweitzer to figure this one out.
