The most effective pol is the one who knows which weapons to use on which enemies. One size does not necessarily fit all. You have to know your audience and play to it. Same thing with your enemies. They are not all the same. They require individual forumulas. Does it take a "military" genius to win a war? A battle? A skirmish? Or just dumb luck and more mistakes made by the enemy than you make?
