It is so odd a thing to be witnessing. Was it ALWAYS THUS?

Those with knowledge are always so cautious about giving out information. Not adamant or CERTAIN about anything. The know-it-nots empty headed wackadoodlenoodles are always so CERTAIN they KNOW. Now why is that so?

Is that part of  being stupid dumb? CERTITUDE?
