So how many tests are false negatives or false positives? What use is a test that gives you BAD information?

HOW COULD THAT HAPPEN? HOW MANY TIMES DID THAT HAPPEN? HOW MANY MORE TIMES WILL THAT HAPPEN? GOOD GRIEF! :(
