The US represents 5% of the world's population and 20% of those in prison. What are we doing wrong? Why are we so bad?

Allegedly prison reform is something that crosses party lines. Both sides of the aisle want to engage in prison reform. How would YOU go about it? What needs to be done? I Saw how German prisoners are treated and it looks like they are on vacation at a high-class resort. Seriously. Anyone else see  "60 Minutes" on Sunday? The difference between how American imprisoned folks  are treated and those in Germany is staggeringly unbelievable. Do you think their way is better? Our way isn't working.

    People who have hurt other people or stolen from other people should be in prison but people who have no crimes other than using drugs should not be.
