Of course "they" say that Donald the Duck was joking. Who jokes about something like that? Oh. Donald the Duck. Now if Sarah had been a devoted loyal Donald the Duck worshippers she would have done exactly what he "suggested" she do. It was allegedly for foreign policy PERKS. Well Donald the Duck coves all basis. Who would he have sex with to get them?
