It's weird. The duck is always wanting more and more money but he doesn't want more supporters. He only sucks up to his base. Why?

The duck never once has tried to do the logical thing...broaded his base. He just kepts pandering the one he has perfectly content to dog and pony show for them. Seems very intellectually defective to me. What is his plan? Why does he keep selling the folks who already bought him? I don't get it.
