Because they had the misfortune to be born into a family where the daddy and mummy were like that. Screwing others out of things. Taking/stealing/cheating as often and as much as they could. Ever bragging about by pointing out that being a crook meant they were "smart". They were very proud of their accomplishments and taught their progeny how to be a corrupt as they are. Any "it" they didn't get away with?
