Generally one scapegoat is enough for a group of people. However there is one person who scapegoats bazillions. Why does he need so many?

He scapegoats everyone who disagrees with him or criticizes. Since he is always involved with doing/saying wrongs he has built up quite a lengthy list of people(s) to blame laws to blame organizations to blame social structures to blame.

But then I guess he is KNOWN for excess.
