Per CDC the number of reported cases in the USA "may be 8 times higher" than reported! How would they know that or why would they say that?

    Not everyone gets symptoms. Not everyone gets serious symptoms. These people are not likely to get a test.   
    They would use their knowledge of other diseases and extrapolate the numbers from there.
