Technically, no.  However, if all drywall, carpet, any contaminated/damaged floorboards, studs, joists, window parts, (etc.), along with all furnishings are removed.  Then the entire place is given a thorough, deep cleaning (with bleach), and is rebuilt (new drywall, etc.), plus is given a fresh coat of paint... it should be good to go (pass county health inspection).

As for the WH vermin... one will also need to remove anyone who came into contact with them.  Otherwise the "droppings" left in them could easily recontaminate the palace.

They gotta tent that place and debug it in every way...ceiling attic to floor basement. Every corner inch by inch. And the grounds on which the duck walks. And AIR FORCE ONE and everyplace the duck has ever sat on his fat a** for any reason. The bathrooms must be redone. BRAND NEW EVERYTHING floor to ceiling. Thank you for your reply Shuhak! :)
