To execute or not execute. That is the question. Federal or State? Who can commute them? What are the rules/laws/regs?

The trial court, appeals court, supreme court and president can order a stay of execution. If a state is one that does not execute and someone commits a federal offense can that state be FORCED to execute?

President Obama put the Federal Death Penalty on hold to do a review of the procedures. On July 25, 2019 trump lifted that stay and we have have been executing since then.

Texas is by far the most active EXECUTION state...by far. Why that is I do not know. Do you?

Since 1977 there have been 37 FEDERAL executions and 1453 STATE executions.

The Crime Act of 1790 stipulated which Federal Crimes would carry the death penalty.
TREASON
COUNTERFEITING FEDERAL RECORDS
MURDER
DISFIGUREMENT
ROBBERY IN FEDERAL JURISDICTIONS OR ON THE HIGH SEAS

In 1897 the number of crimes for which the death penalty would be invoked was reduced in number.

Michigan was the first state to ABOLISH the death penalty.

AG Eric Holder did not support the death penalty.
AG Jeff Sessions did
AG bill barr does

Parts of the Constitution apply to this "curse" or "blessing" as the case may be seen by observers.
