The state legislature can OVERRIDE what a Governor decrees just like Congress can override a president. In WISCONSIN guess what happened?

Governor Tony Evers put in placed a state-wide MASK MANDATE and the legislature overrode it. He redid it.

Now why does the Governor cares more about the lives of the citizens in his state than the legislature?
