    $$$$$$$! Money!  Money!  Money!!

Most employers only see their employees as labor, not as human beings.  Work 'em 'til they drop, then go hire some more.  Even though it's been shown time and time again that happy employees are productive employees, and productive employees = increase profits.
However, it costs money to make a happy employee, and that money would do better going to shareholders.  The more shareholders make, the more the company's value increases (stock market).    The higher the value, the more upper management make (bonuses and such).  Of course the company has to have enough money to pay the CEO's golden parachute should they get fired.

Anyone with any brains understands and RESPECTS THE LEARNING CURVE. Every new employee has to be trained. Going from knowing nothing about that specific business to doing the job for which he/she is hired. Training takes time. Becoming productive takes time. If your turnover rate is high you are shooting yourself in the foot. It is far most costly doing that than paying good employees what they're worth. It's not a secret. But well I guess that shows how many business owners are stupid dumbs. Thank you for your reply Shuhak. I shall ask a question about THE LEARNING CURVE.
