Would that work for you? Automatic weeding out of harmful people. No one is guilty of murder or killing. All the bad guys explode implode the moment they do bad.
I know what you are going say and it doesn't matter. No who/whom decides what is bad. That is intrinsic within the homo sap at birth so you might say DEUS decides. No "human" hand is involved at all. The magical mystery is built in.
