Remember the Congress-Approved funds that belonged to the military that FOOTOO ORDERED be used to build his ego hate wall?

Joe just ordered those military funds be returned to the military as Congress had priorly approved.

Footoo had to steal money from the military budget to fund the ego hate wall which never got built anyway.

There is a moral in there somewhere.
