Was there ever a time when peace between Palestine and Israel was within reach? Which Israeli Prime Minister came closest to achieving it?

Here is a list of all the Prime Ministers Israel has had. Some of them served more than one time. Including Netanyahu.

Were any of them besides NETANYAHU charged with bribery, fraud and breach of trust? Or does that honor fall to only Netanyahu?

    Yitzhak Rabin was Israeli Prime Minister at the time of the Oslo Accords (Oslo I Accord 1993) , while for the Israelis the Accords were signed by the then Israeli Foreign Minister Shimon Peres.

    The "Palestinian" Arabs could “upgrade” their autonomous status by concluding a peace treaty with Israel, but they have this “little-difficulty” namely, that they seek the destruction of Israel, want ALL the land of Israel, and the expulsion or murder of all its Jews.
    This is clear from their ongoing terrorism, and from what is taught by the Palestinian education system and from the “Palestinian National Charter”.
