There are several explanations as to the derivation but here's the one I like best.
Allegedly in the 20's and 30's Toledo was a sanctuary for gangsters...kinda like church used to be a sanctuary.
The gangsters made a deal with the cops that if the cops left them alone they'd leave Toledo alone.
