Has Russia ever engaged in stealing America's intellectual property for its own use? Or is Russia a gangsta country that only does "hits"?

Ya know the "hit man" that goes aroudn "taking out" targets they are paid to take out? Hacking infiltrating sperading lies for political gain. Nothing remotely cerebral because they aren't capable of it. I know Russia says it has invented everything. Big liars big bulies for hire. Thugs. China is much smarter.
