Are sociopaths formed by experiences and psycopaths just born that way? There are children who have committed heinous crimes. Why?

So psychopaths grow up to  be adults that gain power and control over others. One hallmark is cruelty as an MO.

Do we know how many despot dictators are psychopaths? Born to be what they end to be? ALL OF THEM?
