Can robots be programmed to lie as easily as people can are and will always be?

    Yes they could.

The key is that word "programmed" - given a set of coded instructions. Those have to be devised and written by real, live people. If those people want the computer to lie, or distort the truth by selection, it would be as easy to do that as to make it tell the whole truth.
