GA: election board rule passed saying if a district has a differing amount of ballots counted vs registered voters counted as having voted....election for that district may NOT be certified until the discrepancy is investigated and explained.
Penn: County clerks may NOT cure mail in ballots lacking proper information or proper return envelopes. It is the responsibility of the voter to fix their ballot.
