Worldwide tax policies are not in the UN's remit, but anyway would be impossible to control and enforce efficiently, fairly and properly.
I do not know the particular situation, or what the UN did or did not actually propose; but although its heart is in the right place with a so-called "carbon tax", it seems an idea that could not and would not work.
